the first time an agency FOIA official is disciplined for failing to comply with FOIA, the need for an ombudsman will greatly diminish.
But the Office of Special Counsel, which has responsibility to investigate possible malfeasance by FOIA officials has failed to comply with this responsibility for almost 20 years and the FOI community gives it a "free pass."
